Vision Statement
The Oregon Wireless Instructional Network (Oregon WIN) provides an accessible, cost-effective, interactive network to serve residents in their homes, workplaces, schools, and community sites. A consortium of community colleges and state universities coordinates the delivery of an array of instructional and public affairs services. Oregon WIN's collaborative approach allows each institution to effectively improve and expand its mission.

WHAT IS OREGON WIN?
Oregon WIN is a consortium of universities and community colleges that operates an Instructional Television Fixed Service (ITFS) network throughout the Willamette Valley. The "last mile" wireless network provides video programming directly to homes, businesses, schools and government offices from Eugene to Portland. Oregon WIN operates in partnership with Sprint Corporation. Oregon WIN leases excess ITFS spectrum to Sprint for commercial use in exchange for the construction and operation of the Oregon WIN educational network.
Programming for the Oregon WIN network originates from the studios of the 10 member institutions. Programs and services include certificate programs, undergraduate and graduate degree offerings, cultural events, and public affairs programming. In addition, Oregon WIN delivers a Monday-Friday programming feed for Public, Educational, and Government (PEG) cable access channels that reach 400,000 households in Multnomah, Lane, Polk, Linn and Benton counties. Receive sites are easily added to the network by affixing a small antenna to the roof of a home, school or business. The signal from the antenna is converted to channels that can be received by a cable ready television set located in a classroom. Each site is able to receive up to five channels of programming simultaneously. Live audio interaction is provided through telephone connections.
HOW TO PARTICIPATE
Oregon WIN encourages participation from organizations that share Oregon WIN's education and public service goals. Participation is possible by becoming an Oregon WIN Access Site, originating programs over the network in partnership with an Oregon WIN member, or by becoming a Participating Oregon WIN Member.
Oregon WIN Access Sites
Oregon WIN encourages schools, hospitals, clinics, fire stations, businesses, and other interested organization to become Oregon WIN access or receive sites. Installation requires placing a small antenna and limited electronics at your facility. Once installed, Oregon WIN Access Sites receive multiple channels of Oregon WIN programming and are encouraged to assist Oregon WIN members in developing new programs and services.
A two-step process is used to install an Access Site. First, an Oregon WIN engineer visits your site and verifies whether you are able to receive the Oregon WIN signal and reviews the installation process with you. If the initial site survey is positive, the engineer schedules a second visit to complete the installation. The cost for a standard installation is about $400.00. Oregon WIN provides financial assistance to a limited number of educational or non-profit sites.

Program Origination
Organizations or individuals that are not associated with Oregon WIN may originate programs over the network in partnership with an Oregon WIN member. The Oregon WIN member acts as a program host by providing access to the network and ensuring the event adheres to Oregon WIN scheduling and use guidelines. Fees to access and use the network may apply. If you are interested in offering an educational or public service program over Oregon WIN, contact an Oregon WIN Member and ask for information on hosting a non-member program.
Participating Members
The Oregon WIN Intergovernmental Agreement allows organizations to become Oregon WIN Participating Members by creating formal agreements with the Oregon WIN Board. Participating Members share Oregon WIN's educational and public service mission, attend Oregon WIN Board meetings, and participate in network planning and program development.
